Libor and federal funds rate

The federal funds rate is set by the U.S. Federal Reserve. LIBOR represents a benchmark rate that leading global banks charge each other for short-term loans. The prime rate and LIBOR rate, two of the most prominent benchmark rates, tend to track the federal funds rate closely over time. In April 2008, the three-month Libor rose to 2.9%, even as the Federal Reserve lowered the fed funds rate to 2%. That was after the Fed had aggressively dropped the rate six times in the previous seven months. The current fed funds rate has experienced drops in 2019, but not as aggressively as it did in 2008.

"The fed funds rate is the overnight rate at which banks lend funds that are held by the Federal Reserve to other banks; the Fed therefore has some control over it. LIBOR , on the other hand, is the average bank-to-bank lending rate on the wholesale market, and is a better benchmark for global short-term interest rates." For example, Libor remained steady in September of 2007 even when the federal funds rate and the prime rate dropped, due to concerns over the risky subprime mortgage rates.
